Hi,

I found this field on Phabricator, and googled it. The first match is
https://agilefaq.wordpress.com/2007/11/13/what-is-a-story-point/
After reading this, the question is: do we have any policy or any need or
wish about the usage of story points?

I'd ask the other way round: Do you yourself have or see a use case to
use story points in oder to plan Pywikibot work in Phabricator? Or are
other fields like "Priority" etc. enough for your needs?
If not, ignore? :)

This was just a qeustion. I try to understand the system. (As far as I
suceeded, this marks rather difficulty then priority.)

That is correct. It's a way to measure difficulty that is independent
of time spent on the story (since the time can be influenced by
external factors such as build machine availability, dependencies on
other teams etc.)
